CBP Automated Operations and Situation Room
Support
B&A-DSI has provided the Bureau of Customs and Border
Protection (CBP) Automated Operations and Situation
Room Support since 1996.
Automated Operations Staff - The Automated Operations
staff provides direct support to both the Situation
Room staff and the Computer Operations staff
in the performance of their duties. Their primary
function includes developing rules, commands,
and programs that monitor the production workloads,
implementing management policies for their execution,
and providing automated problem notification
services. This staff frequently interfaces with
groups throughout Office of Information Technology
(OIT) and more infrequently with other external
organizations.

Situation Room Staff - The Situation Room technical
staff provides a central point of contact for
problems and other vital services to the users
of the Customs data center. The Situation Room
technical staff includes over 20 MVS, CICS, Datacom,
DB2, and MQ systems programmers. The Situation
Room personnel provide daily, around-the-clock
support for Administrative, Commercial, Law Enforcement,
Environment, and System Resource efforts. Their
monitoring often results in the reduction of
the number of systems outages or their outright
prevention; improved application response time;
and the early elimination of system bottlenecks.
The team provides the initial high-level application
support and escalation of problems to the identified
area specialists. This staff frequently interfaces
with technical support staff throughout OIT,
Customs-wide users, and the trade.

ATF Financial and Administrative Systems Support
in Oracle and Mainframe
B&A-DSI, Inc. (B&A-DSI) has been the contractor
primarily responsible for developing and/or maintaining
the financial and administrative systems for
the Bureau of Alcohol, Tobacco, and Firearms
(ATF).

B&A-DSI received an award from a former COTR
and Branch for the Financial System |

for successfully completing the conversion
of the financial and administrative systems |

from Wang to Oracle. |
Mainframe Development:

B&A-DSI converted the Customs Time and Attendance
system from DATACOM to DB2 |

for ATF to create the Simplified Time and
Attendance System (STATS). |

B&A-DSI interfaced STATS with the American
Management Systems (AMS) Financial |

Management Information System (FMIS) so
the STATS system could read FMS |
| |
code tables and ensure the correct codes
were used on time cards. |

B&A-DSI took over the Online, Batch, and Reporting
support of the FMIS. |
AMS MOMENTUM Support:

B&A-DSI continued the support when ATF moved
the FMIS from the existing American |

Management Systems (AMS) Federal Financial
System (FFS) to a client server version |
| |
called AMS MOMENTUM, a COTS application.
B&A-DSI was part of the conversion team |
| |
that migrated to MOMENTUM. |
 |
B&A-DSI installed Business Objects as the reporting
tool for MOMENTUM, configured the |
| |
environment, set up the security groups,
built the report Universes, documented the |
| |
environment quarterly, wrote the configuration
management procedures, and |
| |
supported ad hoc Financial Reports. B&A-DSI
maintained the Business Objects Production |
| |
environment, monitoring the written reports
and testing new universes before |
| |
placing them in production. |
B&A-DSI's performance was assessed by the COTR for
TATF96-14 as "Outstanding."
FAA Visual Basic and SQL Software Development
 |
B&A-DSI developed, delivered, and continued
to enhance the Compliance and Enforcement |
| |
Tracking Subsystem (CETS) for the FAA's
Office of Aerospace Medicine (AAM). |
 |
Visual Basic v6, Crystal Reports v8, and
SQL stored procedures were used to develop |
| |
a Windows 2000 Client that interfaces with
a SQL 2000 database system for CETS. |
 |
CETS was complete with programming code
for screen controls, record locking, audit |
| |
trails, security, data validation, error
trapping, and ActiveX Data Objects. |
 |
During the development process B&A-DSI had
to meet specific security requirements and |
| |
undergo a risk assessment in order to receive
a security authorization to operate the |
| |
database system. B&A-DSI personnel completed
the security testing and documentation |
| |
that resulted in
a certification to operate the system. |
 |
CETS implementation services included the
creation and packaging of installation |
| |
scripts and support files. Installation
packages were burned onto CD's and included |
| |
all available documentation such as Installation
and User Manuals. CETS was installed |
| |
at 30 FAA sites nationwide. |
 |
B&A-DSI developed all documentation for the
CETS system that included the System |
| |
Design, User, Operations and Maintenance,
Disaster Recovery, and Installation |
| |
manuals. B&A-DSI also delivered commented code
to assist with program maintenance. |
 |
B&A-DSI has delivered five versions of the
CETS Windows 2000 Client, and maintained |
| |
the database system. |
B&A-DSI's successful development and support of
CETS resulted in FAA awarding B&A-DSI a 5 year $10
million BPA.
